The project is aimed at people studying graduate and post-graduate level technical courses in order to improve the quality of education and improve Honduras's competitiveness in this area.
The initiative is a partnership between the Central American Bank for Economic Integration (CABEI) the Central American Technological University ("Universidad Tecnológica Centroamericana" or UNITEC in Spanish). It forms part of the CABEI Education Loans program (PBCE), which was created to promote the advancement of education indices in Central America. This program is financed by CABEI in conjunction with the government of Taiwan.
UNITEC is renowned for the quality of its education and has trained more than 10,000 professionals and this new project is seen as complementing its efforts to improve access to higher education in Honduras.

Taiwan signed an agreement with the BCIE for $10 million in order to support (via a loan) the formation of university students in Central America.
With these funds the BCIE will facilitate student (from CA) access to technical formation and higher education, especially for those from areas with limited economic resources.
