Eduardo Doryan , President of the Instituto Costarricense de Electricidad, and Orlando Cascante, director of International Affairs, confirmed that the company, whom in the past had the monopoly of communications in Costa Rica, is looking for a partner with expertise in telecommunications to create an alliance that can compete effectively in the now open local market, and to initiate a process of internationalization by providing services in Central America.

The institution is analyzing the financing and identifying market niches which to enter said Cascante.

Mónica Cordero Sancho of Elfinancierocr.com, reported that "the Law to Strengthen and Modernize the Telecommunications Sector allows ICE to enter into strategic alliances and other types of business associations with national and foreign entities, either public or private, to stimulate competitiveness. To implement this correctly, the state owned company published in the Official Gazette on November 17, regulations for strategic alliances and other forms of partnership and collaboration. "

The Costa Rican regulator has prevented telephone companies Telefónica and ICE from agreeing on tariffs for end users within a contract for interconnecting their networks.

The company Claro filed a complaint to the Superindendency of Telecommunications (Sutel), which stated that the access and interconnection agreement signed between the Instituto Costarricense de Electricidad (ICE) and Telefónica, contained clauses where both companies agreed not to charge prices below the cost of services provided, considering the interconnection charges as a cost common to both.

Halting of RACSA Trust Denied

Costa Rica’s Banco Nacional denies that the $360 million trust to expand high-speed Internet has been cancelled.

Eduardo Doryan, head of the country’s state-owned electricity and telecommunications provider (ICE), had declared that without the trust, the high-speed internet investment was impossible, because an institution the size of RACSA could not possibly finance such a huge project.
