Opportunities in the Market for Digital Signatures

Costa Rica's government has launched the use of digital signatures, but warns that the growth of its use will depend on its incorporation by the private sector.

The digital signature binds the identity of a person or team with a message or electronic document, to ensure authorship and integrity. The recognition of digital signatures provides security for electronic transactions, promoting e-commerce.

According to the president of the Chamber of Information Technology and Communication (Camtic), Alexander Mora, new rules should be established for its inclusion in the private sector.

An article in Elfinancierocr.om notes: "Mora criticized the way that decisions are focussed on the technical side and that this contributes to maintaining the monopoly that the Central Bank has over being the only entity authorized to issue digital certificates in the country.

'The rules for participation are not clear. There are no incentives to attract private certification bodies and develop applications because it so targeted towards the banking system", he said."

These certificates are a part of the digital signing process which includes the creation of a complex system in which digital signatures will have the same validity as physical signature.
