Electricity Meter Readings and Collection Service in Honduras

With the contract for meter reading, billing and collection by the Semeh company due to expire, the Government is discussing whether to renew it or create a new tender.

The company, Electrical Measurement Services of Honduras, known as Semeh, has performed meter reading, billing and collection services since 1999 on behalf of the National Electricity Company (ENEE), and whose contract expires in May 2012.

Before this date, the Government must make a decision on whether to renew the contract or not.

Regarding the energy sector, a study by the World Bank proposes a number of options on this issue.

"The first proposal is to terminate the contract with Semeh and launch an international competitive tender for a new management contract that includes responsibility for all commercial operations, the adoption of a program for reducing losses and improving information systems management, with payments linked to performance.

A second alternative is to renegotiate the contract to include full responsibility for reducing electricity losses and improving information systems, with payments linked to performance. However, there are many legal issues that must be evaluated in this case, including the experience and technical abilities of this company", explained an article in Elheraldo.hn
