Funding Agreed for Refinery in Costa Rica

China and Costa Rica have signed an agreement for funding via the China Development Bank to build a refinery in the province of Limon.

The China Development Bank (CDB) will provide financing between $800 and $900 million and the rest will be contributed equally by the Costa Rican Oil Refinery (Recope) and the China National Petroleum Corporation International (CNPCI).

"'The financial resources must be available by December 31, 2012. The conditions of funding, which are very favorable for the country, will be released after CDB confirms the terms" said Recope.

The credit agreement will be signed by Soresco and the bank on a date to be determined.

The joint refinery is a project to expand and modernize the existing Moin refinery, located in the province of Limón (Caribbean)", reported EFE.

New Refinery Still Lacking Funding

Costa Rica is awaiting the release of a report on the expected profitability of the proposed new Moin refinery, which needs to be 16% or more, in order to gain the support of China's state oil company.

In order to form a joint venture, the China National Petroleum Corporation (CNPC) asked its Costa Rican partner Recope for the minimum return of 16%.

A new $88 million terminal would allow Recope, the state-owned oil refinery, to lower crude importing costs.

The current dock allows a hull draft of 9.5 meters, which is too shallow for ships entering at full capacity, so they must bring the cargo half loaded or at three quarters capacity, making it more expensive.

Contract Endorsed for Oil Dock in Moin

The green light has been given to a contract between the Costa Rican Oil Refinery (Recope) and the ICA-MECO consortium for the works which will cost $97 million.

The Controller General of the Republic (CGR) has endorsed a contract between the Costa Rican Oil Refinery (Recope) and the consortium ICA-MECO, a case which has been pending since 1998.

Costa Rica will Expand Refinery for $1 Billion

The Comptroller's Office approved an agreement between state-owned Recope and China for expanding the oil refinery in Moín.

Said agreement was signed between Costa Rican Oil Refinery (Recope), and CNPC International Ltd, a subsidiary of China National Petroleum Corporation. According to it, both companies will provide the necessary resources to increase production from 18.000 barrels to 60.000 barrels a day.
