A statement from the Ministry of Economy and Finance states that:
The project includes the following subcomponents:
1) Strengthening strategic planning and budgeting with a focus on performance management
2) Supporting the development and institutionalization of ME systems at the national level and in pilot areas
3) Integrated financial management system
The tender for contracts is financed by a loan from the International Bank for Reconstruction and Development (IBRD) and will be carried out according to the procedure in a booklet published by the World Bank entitled "Standards, procurement under IBRD Loans and IDA Credits" May 2004 edition, and bidders from all interested countries may participate in it.

Panama is looking for expressions of interest for the elaboration of policy and regulatory framework for investment activity in the Foreign Exchange Market.
For the PN-L1009 Project entitled "Technical Support for Investment Climate and Trade Adjustment," the Ministry of Economy and Finance has received financing from the Inter-American Development Bank (IDB), and intends to apply part of the funds to hire a consulting firm for the elaboration of policy and a regulatory framework of investment activity in the Foreign Exchange Market (FOREX).

The reform to regulate the procurement process undertaken by the Government becomes effective from today, May 12, 2011.
Law number 22, which regulates the country’s procurement process, has been reformed and signed by President Martinelli, and will take effect from this week.
