Germany to Boost Development Projects in the Region

The German government will allocate about $27 million for regional health, violence prevention, energy and sustainable development projects.

The German ambassador in El Salvador, Christian Stocks, and the Secretary General of SICA, Juan Daniel German, formalized the implementation of four projects.

The first project, "Land Use Planning and Sustainable Development (OTDES)" corresponds to a request by the Heads of State and Government of SICA countries, expressed in the Declaration of Comalapa, last October, and aims to strengthen the capacity and performance of institutions responsible for land use planning in the region, with the aim of promoting regional and territorial development processes, allowing both the promotion of economic and social development such as an improvement in risk management and natural disasters.

The second, "Preventing Youth Violence in America (PREVENT)" is a contribution to the Central American Security Strategy (ESCA), which provides support to governmental and nongovernmental organizations that promote the prevention of youth violence at regional, national and municipal levels to improve the quality and volume of their services and increase social acceptance of preventive approaches in order to reduce incidents of youth violence.
Furthermore, in energy, the "Energy Efficiency and Renewable Energy Program in Central America (4E)" contribute to the implementation of strategies for expansion of renewable energy and energy efficiency measures in Central American countries, promoting investment and involvement by the private sector in this field.

Lastly is the "Programme to support the regional response to HIV and AIDS in Central America, Mexico and the Dominican Republic" which seeks to support the development of a strategic plan for HIV / AIDS in the region as well as the implementation of measures related to sectoral issues of gender, stigma and discrimination, in order to positively impact on the containment of the epidemic.

All these efforts represent a total investment of approximately €20 million euros ($27 million USD).

The SICA summit ended with a declaration that includes a dozen measures that they are seeking to implement in order to deal with the global financial crisis.

DECLARATION
The session ended with the reading of the "Declaration of San Pedro Sula", which sets out the resolutions that the leaders of the region plan to carry out immediately and in the future, within the framework of a series of meetings that SICA will continue to hold next year. The document, which was read by Foreign Affairs Minister, Edmundo Orellana, highlights the integration project called Esquipulas III, the purpose of which is the creation of a Central American Constitution.
