Guatemala Launches New System for Direct State Acquisitions

Companies will now submit their proposals electronically, and the results will be published in Guatecompras, the state’s public acquisitions website.

Juan Alberto Fuentes Knight, Guatemalan Finance Ministry, presented the project, remarking that all public institutions conducting direct purchases (where no bidding takes place) must use the system from September onwards. It will be initially tested by a few institutions.

“Companies interested in selling to the Government will be required to fill a series of forms and supply profile information, after which they will be allowed to submit their proposals”.

In order to increase transparency and efficiency in state spending, the public purchasing system is now under evaluation.

Guatemala's Finance Ministry will analyze purchases and contracts celebrated by public institutions through Guatecompras, the state purchases system. It will benefit from technical and financial assistance by the Inter American Development Bank and the World Bank.

Costa Rica Launches Public Purchase System

On 17 August the second phase of the public procurement platform known as Mer-link will become operational.

The launch event will be held at the Crown Plaza Corobici Hotel in the Costa Rican capital, San Jose.

"The new module will allow negotiations to take place online between public institutions and their suppliers," reports ITNOW.

New State Procurement System Will Operate in 2010

Costa Rica's new state procurement website is scheduled for February 2010.

Grupo ICE, together with the Technical Secretary for Digital Government and the State Procurement System of Korea will implement the system, so-called Mer-Link.

The "Direct" Governing Style of Martinelli

Although during his campaign Ricardo Martinelli questioned direct purchases conducted by the administration of Martin Torrijos, his strong executive style of management leads to avoid bidding processes accumulating $ 490 million in direct contracting, while during the whole Torrijos administration such purchases came out to add about $ 540 million.
