New Date for Tender for 350MW in El Salvador

The General Superintendency for Electricity has set a new date, February 9th 2012, for the deadline for submission of bids for the long term supply of 350MW.

With this move the regulator has ruled in favor of the company Cutuco Energy who appealed against a change in the date.

"According to the timetable set by SIGET for this contest, which is led by DelSur, financial bids should have been received from the generators interested by Jan 6th 2012.

A month earlier, on December 6th 2011, bidders were notified by DelSur of a change approved by the regulator: the deadline for receipt of bids would be moved to April 18th, 2012 and not 6th January as stated in the tender specifications.

However, on January 6th SIGET ‘s Board of Directors agreed to revoke the agreement, according to a statement by Cutuco, and set a new date for receipt of bids, February 9th", reported Laprensagrafica.com

The Superintendency of Electricity has postponed until April 18, 2012 the date for receiving bids for the long term supply of 350MW.

The distributor DelSur, organizer of the process, requested the extension from the refulator on Nov. 28. The request for extra time comes from four companies participating in the process, AES Fonseca Energía y EMC El Salvador, known as the Honduran Terra Group.

On Monday March 19th bids will be opened for the tender for the procurement of 350MW, equivalent to one third of domestic consumption, for a period of 15 years.

The contract is being administered by the distributor DelSur, which belongs to the Colombian company EPM, but the energy will be acquired by this distributor as well as the distributors AES El Salvador: CAESS, EEO, CLESA, and DEUSEM.

The process was unable to be completed after the withdrawal of offers from firms with capacity to generate electricity required.

The company DelSur on Monday declared void the tender for the generation of 350 MW, equivalent to one third of the El Salvador’s national demand, which it had planned to contract out for 15 years from 2016.

The tender for the purchase of 350MW for 15 years has to be repeated after having been declared void on the first occasion, and for the fourth time there will be a competition for the provision of 70MW for 5 years.

The Superintendency of Electricity and Telecommunications (SIGET) must provide new tender condition documents, dealing with the main obstacle in previous contests, limiting bids to suppliers of electricity generated by renewable resources, exclusively gas or coal.
