Panama: Less Requisites for "low impact" Constructions

Any projects in Category 1 will no longer require environmental impact studies (EISA for its Spanish acronym), those studies will be substituted by the use of "Good practices guides".

For the approval and execution of constructions in Categories 2 and 3, the environmental impact studies will stay.

Kerem Pérez, in his article about the subject in Martesfinanciero.com, outlines that "according to the International Union for the Conservation of the Nature (UICN for its acronyms in Spanish), good practices guidelines are being used because the Studies of Environmental Impact should be only carry out in projects where humans could be directly affected."

This change was included in Law 30 of 2010, and still lacks the regulation that will adapt the concepts contained in the international Practical Guides, to the specific needs of Panama.

Three construction projects were halted and more than 50 land-strips illegally divided into building plots were uncovered when Costa Rican environmental inspectors launched a second raid in the popular tourist zone of Guanacaste.

Inspectors found that land was being moved and trees burned down to make way for hotels and golf courses.

Environmental Impact Study for Panamanian Metro

The Metro Secretary reported that as of yesterday, November 25th, public consultation began for the study.

The process will include public forums in Panama City.

The process began after the National Environmental Authority (ANAM), through resolution 142-1911-10, admitted that project EIA Line 1 meets minimum requirements.

Costa Rica: Airport in South Gains Momentum

February 2012

On February 27th the ICAO will publish a tender for an Environmental Impact Study to build an airport in the Southern Zone.

The award will be held on April 13th and the company that wins will have a period of eight months to complete the report.

"By the end of the year we will have the exact criterion for deciding whether or not it is possible to build the airport," said Luis Carlos Araya, Vice Air Transport Minister, to Elfinancierocr.com
