Spaces Opened up for Private Electricity Generators

In view of the lack of future of the bill to modernize the electricity market in Costa Rica, a tender is being prepared for the supply of 200 MW under the current law.

The state-owned Instituto Costarricense de Electricidad (ICE), the giant of the national electricity market, still has the option of opening electricity generation projects that would produce about 196.1 MW in total, the government said.

"The Institute is preparing a tender for the 200 MW that can be drawn up under the framework of Law 7200. These projects are small and we estimate that some may start in 2012 ", said Luis Liberman, Vice President, in an article in ElFinancierocr.com.

The Electric Transmission Company (ETSA) has published its first tender for the supply of wind power between 2014 and 2028.

The government has reversed its decision to convene a new tender for 590 MW within a month, and will instead respect the minimum period of six months provided for by regulation.

The government would prefer to advance the bidding for projects totaling 590 MW of electricity in the course of just a month, but has stepped back and will follow established procedures allowing six months for the award of a contract as established in the General Regulations on Electricity (RGE in Spanish).

Panama: 30 energy generation projects under construction

Some 30 energy projects are being built and will have a total combined capacity of more than 52 megawatts (MW).

According to the report from the National Public Services Authority (ASEP), the projects include several hydroelectric, carbon, and aeolian (wind) plants.
In order to reorder the energy market, the regulatory authority had to take several actions, including re-awarding contracts for hydroelectric projects that were cancelled. Of the 35 concessions that were cancelled, 20 have been awarded and 15 are still available, explain Victor Urrutia, administrator of Asep.

New Tenders for Energy in Guatemala

The National Energy Commission (CNEE) has issued new tenders for energy supply, which will take place in April.

Of the 53 bids received in the last tender for 800MW, 35 were out of price range, quoting in excess of $ 0.1175 per kilowatt hour.

"There was some controversy over the fact that suppliers who use coal and gas were not able to stay within the price range when factoring in the cost of transportation and import, which left them at a disadvantage," reads an article on Prensalibre.com.
