With a reference price of $16.3 million, the bids were $ 15.9 million by Argentinian Riva, $17.3 million by Costa Rican Meco, and $ 18.3 million by Colombian Conalvías.

"Although Riva presented the lowest bid, there are some requirements of the tender which in the review board’s opinion the company does not fulfil. Meanwhile Meco and Conalvías still have to expand on the information presented at the public event," noted an article in Prensa.com.
