Costa Rican businessmen see in the political setback suffered by the Chinchilla administration, an opportunity to make progress in the legislative agenda.

For the first time in 41 years, the incumbent government is losing the leadership of the Legislature, creating a serious obstacle in the development of the legislative agenda under the administration headed by President Laura Chinchilla.

But the new legislative directory’s willingness to create a dialogue is leading business leaders to think that the outcome of this political crisis may become an opportunity to push an agenda for the approval of bills containing solutions long sought by the business sector.

The article by Gabriela Lopez Mayorga in Elfinancierocr.com contains a survey conducted by various corporate agents, which summarizes in a list the initiatives for inclusion in the legislative agenda:

1 - General Electricity Law, including more involvement by the cooperative sector.
2 - Procedure Simplification Law
3 - Reform of the Development Banking System Law, to make more efficient functioning feasible.
4 - Reform of the Code of Labour Procedure, to include flexible working hours and contracts.
5 - A bill that proposes a different tax valuation system for land used for agriculture.
6 - In-depth review of the issue of financial sustainability of the Social Security Fund and the Disability, Old Age and Death system..
7 - General Tourism Law and revision of laws affecting the competitiveness of the sector, such as Liquor and Patents Act.
8 - Discussion of initiatives to improve the competitiveness of the country and achieve economic stability.
