The Office of U.S. Trade Representatives (USTR) has given Guatemala 6 months to meet two commitments on labor issues.
Failure to comply with these provisions, included in the Free Trade Agreement, would mean the matter would proceed to arbitration.

The growing trend of change in economies led by the conservation of the environment is creating a demand for a workforce with new skills.
The employment potential arising from the transition to a greener economy cannot be exploited unless new skills related to green jobs are developed, says a study by the ILO covering 21 countries, which together represent about 60 percent of the world population.

The Social Security Department already has a shortfall of 200 specialists and in the next 4 years more than 400 currently serving doctors will retire.
At the moment there are 1443 medical specialists working in the Social Security Department (CSS), 405 are over 58 years old, which means that they will retire in four years, according to information from the Directorate of National Health Services and Benefits at the CSS.

The Global Skills Shortage Survey 2011 by Manpower reveals that employers are finding it increasingly difficulty to fill jobs with qualified personnel.
One in three employers (34%) worldwide said they are having difficulty filling positions due to lack of available talent, an increase of three percentage points compared to 2010.

Given the increasing shortage of skilled labor, the tourism industry has made a request for the rules regarding hiring foreigners to be relaxed.
The president of the Hotel Association of Panama (Apatel), Sara Brown, said they are in negotiations with the Tourism Authority to introduce into the new tourism law being debated in the Legislature, a regulation that allows an increase in the percentage of foreign staff working in businesses related to tourism.

Given the lack of trained pilots, the Vocational Training Institute will invest $2 million in funding for training programs abroad.
In the next year alone the FAA estimates that airlines in the country will need about 360 pilots. Copa Airlines, needs to hire 500 new pilots over the next five years.

Current business needs do not match up with the supply of professionals nationwide.
Lack of public policies encouraging diversification of careers, and the limited interest of students in non-traditional careers are two of the reasons for the low supply of personnel in the country on offer to companies that come looking for laborers.
Currently in El Salvador students are choosing courses which have little demand from businesses, which leads to frustration when they try, and fail, to find a job.

Transactel continues to grow. It is currently looking for a new building outside San Salvador, and has advertised for 250 vacancies to be filled, predicting that at the end the year they will have a total of 2,300 employees.
Guillermo Valiente, director of Transactel El Salvador, said that one potential site for the new headquarters is in the Northern Zone, but "the most important thing is whether the human resources will be there."
