The tender is for the provision of technical expertise to design, develop, recruit and manage projects and programs for Universal Access Service to Telecommunications.
15 companies and at least 2 independent consultants participated in a prior hearing to the tender for the procurement of services to form the Management Unit of the Trust to be in charge of the projects of the National Telecommunications Fund (FONATEL).

A total of five consortiums have submitted proposals to manage and provide technical support for the construction and operation of the Panama Metro.
The lowest price offered came from Barcelona's Metropolitan Transport consortium - Aguas y Estructuras S.A, at $27.97 million. Next was the Técnica y Proyectos S.A. bid of $30.42 million, followed by tenders of $34.43, $35.47 and $37.9 million from MetroPan, Consorcio Gerencia Metro Panamá and SNC-Lavalin International Inc respectively.
